The JIS Parent Teacher Community Group is a voluntary social group comprising parents and teachers who either have children being educated at, or are employees of, Jerudong International School. On a day-to-day basis, the group is known as The PTCG.
The aim of the PTCG is to offer opportunities for social interaction between all members of the JIS Community, and to raise funds to support programmes and initiatives that would otherwise fall outside the scope of normal budgetary provision.
The Annual General Meeting, which is an open meeting, will be held at the beginning of the new school year, in the evening of the second Monday of Term One (Aug/Sep). The agenda should cover (but should not necessarily be limited to) the following items:
Accuracy of the Minutes of the last meeting
Acceptance of the Minutes as a true record of proceedings
Matters arising from the Minutes of the last meeting
Chairman’s Report
Treasurer’s Report (including financial update and spending plans)
Election of officers
Outline calendar dates for the next year
Relevant PTCG agenda items notified to the Secretary in advance.
Any other business
Date of next meeting
The Minutes of the previous AGM, the balance sheet and the agenda for the forthcoming AGM will be posted on the PTCG notice board for at least 7 days prior to the date of the next meeting.
A committee of volunteers will be appointed by the PTCG to conduct its routine business. Ideally, the Committee would comprise parental and staff representation from both Primary and Secondary Departments in equal numbers. However, it is recognised that this may not always be possible and a willing volunteer should not be rejected merely because he/she has an interest in an area of the school that is already adequately represented. Volunteers may join the Committee at any time of the year, providing a vacancy exists, but their formal appointment will need to be confirmed at the next Annual General Meeting. A sensible size for the working committee is between 12 and 16 people and a waiting list, prioritised by date of application - either written or verbal - will be operated on those occasions when the number of volunteers exceeds 16. The Committee, which requires a quorum of 75 percent of its strength (including 2 office bearers) to conduct business, will meet by mutual consent as often as required to fulfil its duties. If the meeting does not meet the quorum requirements, it may still proceed but any decisions taken must be ratified at the next meeting, which must be arranged so that a quorum is present.
In order for the Committee to operate effectively, 4 office bearers are required:
Chairperson
Deputy Chairperson
Secretary
Treasurer
These office bearers would normally be expected to fill the post for 12 months from the date of confirmation by the AGM. They may continue to hold office beyond the 12-month point subject to re-election at the AGM. The non-office bearing members of the Committee are considered to be officers without portfolio and may stand for re-election at the AGM. An office bearer, who relinquishes office at the 12-month point, may continue to serve on the Committee as an officer without portfolio providing a vacancy exists, and subject to re-election at the AGM. Those present at the AGM will elect the Committee. Subsequent vacancies will be filled by co-opting members to stand until the next AGM, when they can stand for election.
The Treasurer manages the PTCG finances using a subsidiary account within the JIS bank account. The Treasurer must liaise closely with the School Administration Manager to ensure that the PTCG Books of Account are kept up to date as an independent record of financial transactions undertaken in the name of the PTCG. These books are subject to annual audit by the School Administration Manager.
There are no hard and fast rules regarding the staging of events. However, in broad terms, the Committee should aim to stage one social event per school term. These events should be open to all members of the PTCG. In addition, the PTCG will be available to support events being run by the Staff or the Student Representative Council on behalf of the children, when requested to do so by the School.
Although fund raising is not the primary aim of the PTCG, it is permitted to raise funds as part of its activities. The Committee will take advice from the School Management, Staff and Parents regarding how and where major expenditure is to be made. However, the final decision rests with the Committee. Any funds raised, together with details of expenditure will be reported at the AGM.
